Collierville and Spicer Meadow Transmission Line Project (FERC Project No. 11197) Relicensing

Northern California Power Agency (NCPA) is pursuing relicensing activities for electric transmission facilities associated with the Collierville and Spicer Meadow Transmission Line Project (FERC Project No. 11197 or P-11197) This website has been established to provide federal and state agencies, California Native American Tribes, stakeholders, local governments, landowners, and interested members of the public with information regarding the relicensing process and access to project documents.

The Federal Energy Regulatory Commission (FERC) relicensing process provides an opportunity to evaluate the continued operation, maintenance, and replacement needs of only the electric transmission facilities and associated infrastructure required for the operation of P-11197. The process also provides a framework for consultation and environmental review to support a subsequent FERC license that includes only the electric transmission facilities.

Project Description and Overview

P-11197 is located in Calaveras, San Joaquin, Stanislaus, and Tuolomne Counties, California and includes transmission facilities associated with the electrical interconnection and transmission of electricity generated by Calaveras County Water District's (CCWD's) North Fork Stanislaus River Hydroelectric Project (FERC Project No. 2409 or P-2409).

The transmission system only includes transmission lines, towers, poles, conductors, foundations, access roads, communication facilities, switching equipment, and related support infrastructure. It does not include the North Fork Stanislaus River Hydroelectric Project because those facilities are undergoing a separate relicensing process under FERC Project No. 2409. The electric transmission facilities are maintained to ensure safe, reliable operation while minimizing environmental impacts and meeting applicable regulatory requirements.

Relicensing Process

The relicensing process is being conducted in accordance with applicable FERC regulations and includes consultation with resource agencies, Native American Tribes, local governments, land management agencies, affected landowners, and other interested stakeholders.
